In this issue, we feature recent graduate SIPA Diego Folly de Andrade MPA 19. A second-year Master of Public Administration (MPA) candidate, Diego is concentrating in International Finance and Economic Policy with a specialization in Advanced Policy and Economic Analysis. He is a fellow in SIPA’s International Fellows Program, a Lemann Foundation SIPA Fellow, and a World Bank Graduate Scholarship Program Fellow. What were you doing prior to attending SIPA? I worked in the Brazilian Government as a Labor Inspector at the Ministry of Labor and as an International Advisor to the Government Secretary in the Brazilian President’s Office. As a Labor Inspector, I actively participated in the formulation and regulation of the National Occupational and Safety Health (OSH) Policy and helped to improve the living and working conditions of people living in Rio’s poorest communities. I also participated in the Mobile Group for Slave Eradication, helping to release workers from degrading work conditions. As an Advisor to the Government Secretary, I articulated public policies to promote social development and to facilitate the social dialogue between civil society and Government, and participated in the development of an institutional framework to implement Sustainable Development Goals across Brazil. Why did you choose SIPA? SIPA is highly rated with outstanding professors and public practitioners. Moreover, its programs attract diverse and international students with successful career experiences. What have been some of your standout experiences at SIPA? I participated in a Capstone workshop with Free The Slaves, researching and developing a monitoring and evaluation tool to measure the socio-economic status of participants in programs combating child domestic servitude in Haiti. I also did a summer internship at Eurasia Group Lab, assessing Brazilian political risk during the presidential elections. I competed in SIPA’s Public Policy Dean’s Challenge Grant student competition. My team, Citizap, is developing an Artificial Intelligence (AI) â€" based virtual assistant that connects people with public agencies in their place of residence. The goal is to improve the quality of public services provided, strengthening digital governance and public engagement in city management. What are your plans now that you graduated from SIPA? I plan to return to Brazil and to help design public policies that focus on promoting decent work, sustainable development, and social inclusion. Is there anything else you would like to add? I am grateful to Columbia and SIPA for this amazing experience. I am also thankful for my fellow Seeples for making me feel integrated into the community, for the unique experiences and views, and for the bond of solidarity built during this time. I look to education as a means of transformation and overcoming obstacles. Throughout my life, the generosity of people who I did not know well helped make my education possible. Thanks to the support and hard work of my parents and to the scholarships and fellowships I have received, I been able to achieve my dreams of studying at highly ranked universities. Having a global mindset, to me, is having the ability to analyze, appreciate and utilize the beliefs, customs, behaviors and business practices of individuals and organizations from different parts of the world, to influence global success in the marketplace. It is necessary that global leaders hone this skill as they â€Å" require both business – related and culture-related competencies to operate effectively on a global basis†(Terrell, 2010, p. 2). There are five characteristics of an effective global leader, according to Goldsmith et al 2003): 1. thinking globally 2. appreciating cultural diversity 3. developing technological savvy 4. building partnerships and alliances 5. sharing leadership. Without first acquiring a global mindset, a global leader will not be as effective as he or she should be in the diverse cultural arena. These skills are all required in addition to those typically associated with general leadership which involves managing, strat egizing and decision-making. Having a global mindset gives a global organization a competitive advantage in the marketplace. Cultural intelligence (CQ) provides a research-based model for becoming a more effective leader in culturally diverse and cross- cultural settings and is the core of developing a global mindset . This is a necessary skillset for every manager who deals with diverse teams of employees and customers. According to Van Dyne et al (2009) CQ is a person’s capability to understand and adapt effectively to new cultural contexts. Its structure is comprised of cognitive, motivational and behavioral elements. As CQ is relevant to the increasingly global and diverse workplace, it s a requirement in developing a global mindset. However, it is insufficient to rely on awareness through experience and thought, to attain the high CQ necessary to become a superior global leader, responsible for managing multinational teams. According to Shapiro et al (2005, p. 14) â€Å" Knowledge of self is insufficient for high CQ because awareness does not guarantee flexibility †. Flexibility of self- awareness is highly desired as cultures are evolving, and reshaping one’s outlook is necessary for a better understanding. Sowell (1994) states in regard to culture that cultural competition is what dvances the human race, as there are transfers of cultural advances from one group to another. Culture affects decision-making, as well, and the required decision model needs to be determined on an individual nationality basis. According to Wilson (2010) some of the relevant categories to determine which model a nation’s culture falls under are: rational / classical: making presumptions that each group member has common goals and can reach desired conclusions by identifying and assessing problems emotional: exhibiting feelings like mood and verconfidence political / coalitional: a behavioral attitude with emphasis on negotiation, cooperation, or often chaotic but works out in the end garbage can: appease the majority of stakeholders through consensus By understanding decisi on-making models which guide decisions more successfully, leaders are more effective and can better influence problem solutions across cultures. Taming Of The Screw Themes Shakespeare's Taming of the Shrew Paper I believe that Shakespeare had a very little understanding of women. In this play The Taming of the Shrew the women seem very flat. There is Kate; she is the proverbial "witchy" woman. The butt of jokes men think of while sitting around a campfire discussing their troubles with women, or the woman everyman wants to go out with and "conquer" to prove how really "macho" he is. Then there is Bianca; she portrays everymans fantasy of the prefect woman. Her youth, beauty, and charm desired in his world. And finally, the woman Hortensio marries the Widow. The widow is the "sugar mama" of the group. The lazy male fantasy of having a woman to love and take care of you at the same time. My first example of the static characters of women as portrayed by Shakespeare is Kate. I believe it is a male fantasy of sorts to be the one who could tame the untamable. I also believe Shakespeare probably shared this fantasy (unless my other theories of his sexuality turn out to be true). This is accomplished through Uber-male Petruchio. A quote that shows this is on page 83, line136 "So I to her, and so she yields to me, for I am rough and woo not like a babe". This shows how Petruchio is convinced he's god's gift to women. And also portrays the male fantasy of domination. My next example would be Bianca. She is quiet, beautiful, and weak. Everything diserable to the men around. Later we find out its somewhat an act but we won't mention this for my papers sake. She appears weak in beginning when she has had her hands tide by Kate and is being beaten by her, ActII page 78, line1 "good sister wrong me not nor yourself to make a bondmaid and a slave of me". This is Bianca showing off how weak she is, being able to be dominated by her husband. Lastly, there is the widow whom Hortensio marries. She seems to be his caretaker, and not other way around. This is somewhat of another male fantasy, to be taken care of. And yet this also embarrasses Hortensio. He appears weak for following a woman, and not leading as Petruchio, uber-male has. This shows how Shakespeare views women as followers, and if you are lead by one, then you are not a man. Page 148, line92, this is right after Hortensio sends for his wife and she tells him to goto her and Petruchio is making fun of Hortensio "Worse and worse, she will not come, O vile, intolerable, not to be endured!". These are the reasons why I felt that during the reading of The Taming of the Shrew, Shakespeare had very little understanding of the female sex. I believe the woman in this book were a compilation of classic male fantasies shared by all. He should have granted more freedom to act differently to the female characters. I thought it might have been interesting if he would have gone somewhat into widows past. Or if he had shown private flashes of rage by Bianca, that went against her preset character. I would have also enjoyed somewhat of a prologue of sorts. An explanation of the roots of Kates bitterness towards her sister, the suitors, and life itself.
